Asset Mapping Service Concept :

This service provides a regularly updated cartography of urban area, isolated buildings, infra-structures and their evolution, by using high resolution (HR) and very high resolution (VHR) satellite imagery respectively for decametric products (10m - 5m resolution) and metric products (1 m - <5 m resolution). It aims at maintaining updated information on assets, improving the knowledge of prone risk areas and the impact of natural disasters. This service is intended to be a regional / national (local) service, closed to the users in order to be adapted to their local specifies, needs and existing data (cartographic databases, exogenous data formats, ....). It is a multi-risks service which can be use in each phase of a crisis regarding floods, fires or others risks.

Expected benefits

This service is intended to provide complementary information to existing data sources (maps and databases provided by national cartography institutes). In many countries these data sources are updated at a frequency of 10 years or more. The main added-value lies in the capability to derive a yearly updated information and have more up-to-date information on “elements at risk” and on the potential impact of known risk scenarios. It is useful in the following phases of a crisis:

• In prevention phase: helps to update area at risks, and to refine rescue plans. It provides a better and up-to-date knowledge of « elements at risk »: habitat, infrastructures, etc, including in particular detection of urban expansion and of new isolated buildings. It gives an up-to-date knowledge of impact of potential floods or other risks,
• In anticipation phase: by providing an up-to-date knowledge of human habitat it is valuable information to support the decision of population evacuation in a given area and manage priorities for the rescue staff deployment,
• In crisis phase: it provides a valuable information to support the deployment of civil protection services, Better management of rescue resources before and during response (positioning of forces with respect to threatened “assets”),
• For post-crisis phase: it provides reliable information for damage assessment and a better estimation of socio-economic losses after a flood or fire event.
