Services Definition - Fire Rapid Mapping

Concept

This service delivers rapid mapping products for (large) fire events. This service is intended to complement “Burn Scars Mapping”, by providing fire extent and impact maps shortly (ie: < 1 week) after the event, as requested by some users in the case of large fires. This service consists in the rapid mapping and damage assessment of  fires events. Two operational modes are proposed:

  • In support to the International Charter for major events,
  • Directly to local collectivities (city, department or region) for events with narrower geographical extent.

This service is intended to be a central service, having an organization with permanent on duty personnel (24h/7d), which work in cooperation with regional / national (local) Risk-EOS correspondents for the non-real time (a posteriori) products local adaptation/refinement/validation and delivery aspects.

Products generation is in two steps:

  • Near real time products for information support during the crisis,
  • Non real time products refined/validated by regional correspondents for post-crisis exploitation
All products (raster, vector) are geo-referenced according to the users map projection system and can be directly integrated into the users’ GIS.

Expected benefits

This service have the following objectives in the crisis and prevention phases:

    • Crisis and post crisis phase: it delivers information support during crisis and post crisis phases. It responds to the needs of crisis management actors, by the rapid delivery of maps and damage assessment reports at high resolution shortly after the crisis,
    • Prevention: contributes to the capitalisation of information on fire events (although this will be primarly ensured by the seasonal Burnt Scars Mapping service).
It constitutes a value-adding service that can be sollicitated by the International Charter ”Space and Major Disasters”, when activated.
