Services Definition - Flood Rapid Mapping

 

 

 

Concept

Focused on current flood events and dedicated to crisis management for Civil protection services, regional authorities, this service provides rapid mapping products showing the instantaneous extent and impact of the flood. First products are delivered within 8 h after crisis EO data reception. These products are generated for each available and exploitable EO crisis image. In the case of day by day EO image acquisition, products are delivered day by day.


Two operational modes are proposed:

  • In support to the International Charter for major events,
  • Directly to local collectivities (city, department or region) for events with narrower geographical extent.

This service is intended to be a central service, having an organization with permanent on duty personnel (24h/7d), which works in cooperation with regional / national (local) Risk-EOS correspondents for the non-real time (a posteriori) products local adaptation/refinement/validation and delivery aspects.
Products generation is in two steps:

  • Near real time products for information support during the crisis,
  • Non real time products refined/validated by regional correspondents for post-crisis exploitation.
All products (raster, vector) are geo-referenced according to the users map projection system and can be directly integrated into the users’ GIS.

 

 

Expected benefits

This service has the following objectives in the crisis and prevention phases:

  • Crisis phase: information support during response and immediate post-response (global situation assessment),
  • Prevention phase: systematic mapping of flood events for capitalisation of information, update of risk assessment, management improvement of future event (evaluation of potential flood expansion by comparison with past events), modeling improvement.
