Floods in Romania and Ukraine

Thousands of people were evacuated in northeastern Romania after heavy rains caused massive flooding that swept away homes, cut off electricity and damaged roads. At least four people died and two people are still missing.

After days of heavy rain at the end July around the Carpathian Mountains, floods have hit western and southern Ukraine with rivers, including the Dniestr and the Prut Rivers, bursting their banks. The floods are the worst seen in a century, leading the government to declare the region a national disaster area. Hundreds of towns and villages are affected with more than 40,000 houses affected and some 20,000 people evacuated.

Large fires in Greece

In response to the request from the Department of Emergency Planning and Response of the Greek Civil Protection concerning the severe fire events that affected their territory since 21 August, the European Space Agency (ESA) has taken the responsibility of the Charter Project Management, and, in collaboration with the Centre National d'Etudes Spatiales (the French Space Agency, CNES), have organised a team of value adding organisations to deliver crisis mapping products. This group is based on Greek, French and German partners; for instance, the Institute for Space Applications and Remote Sensing of the National Observatory of Athens, under contract to ESA within the RISK-EOS GMES Service Element project; SERTIT, with support from CNES; the German DLR ZKI organisation, another partner of RISK-EOS.
A series of EO based crisis/damage mapping products have been generated using a variety of Earth Observation sensors, such as, in the early phase of activation, Medium Resolution Optical data from ENVISAT MERIS, DMC (incl. Nigeriasat-1), Landsat, SAC-C, SPOT and FORMOSAT.

Oil spill off the coast of Lebanon

An estimated 30,000 tonnes of oil leaked into the Mediterranean from the Jiyeh power plant, 20 kilometers south of Beirut. The power plant was hit by Israeli air strikes on 13 and 15 July 2006. By 29 July the leaking oil had polluted a coastal zone some 130 kilometers long, north and south of the Lebanese capital.

DANUBE River

Snowmelt and long lasting rainfalls led to a dramatic increase of water levels at the Danube River to values which were never measured before. More than 4,700 people had to be evacuated from the flooded regions so far, 3,000 of them in the village Rast in the southwest of the country alone. After a dam could no longer withstand the pressure by the water (16/04/2006), 600 buildings were flooded from which 115 collapsed. By now, 40,000 hectares of land are covered by the floodings.

Due to the tough flood situation in Romania, the Monitoring and Information Centre (MIC) of the European Commission has extended Charter Call 120 (Floods at Tisza River, Hungary) to the affected regions there.

The Center for Satellite Based Crisis Information (ZKI) of DLR is producing maps of the flooded areas based on up-to-date satellite data. The map production is financed through the GMES Service Element RISK-EOS.

HUNGARY

TISZA River

Snowmelt in combination with heavy rainfalls over the last weeks led to an aggravation of the flooding situation in Southeast Europe. In Hungary, the most critical situation shifted from the Danube river, where the water level had reached the highest levels for more than 100 years, to the Tisza river (April 18, 2006). In particular the cities of Szolnok and Szeged are affected, where the Hungarian civil protection tries to reinforce the dams with sand bags. In total about 40 settlements are endangered by the flood.

The Monitoring and Information Centre (MIC) of the European Commission has triggered the International Charter 'Space and Major Disasters' on behalf of the Hungarian civil protection.

The Center for Satellite Based Crisis Information (ZKI) of DLR has taken over the project management for this Charter activation and is producing map products based on up-to-date satellite data. The map production is financed through the GMES Service Element RISK-EOS.

ELBE River

After the devastating flooding in August 2002, the Elbe region in Saxony is currently affected by a flood once again. Strong rainfalls in conjunction with snowmelt in the Krkonose Mountains (Czech Republic) led to a rise of the Elbe River to a level of currently 7.45 meters. In the city of Dresden, some areas next to the river had to be evacuated. Alongside the Elbe, whole districts of several towns were flooded. In four Saxony counties, disaster alarm was raised. Numerous helpers of the military, the German governmental disaster relief organization (THW), and the German Livesaving Organisation (DLRG) are on duty in the crisis region.

Within the scope of the International Charter "Space and Major Disasters", DLR prepares satellite image maps of the region. The Charter was triggered by the German Joint Information and Situation Centre (GMLZ) in order to support the State of Saxony's relief efforts. Furthermore, the DLR maps are generated in the context of RISK-EOS, a European network of service providers in geoinformation which has been created to support the actors of disaster management.
